I can not see how this horse in race 3 at DMR gets into this race

For 3-year-olds and up who have started for $8000 or less in 2016

Lines 1,2,3,4 are all within Jan 1 2019 but all are over $8000

There are two parts to the qualifications for the race. The first part is what you mentioned. The second part is to set a claiming price of $12,500. Either/or.
The horse was entered for $12,500 and thus is eligible. According to the chart, the horse was claimed but the claim was voided.

You see this a lot in races where the claiming price reads 12500b, 25000b etc. Usually the condition reads for 3yr olds or 4 & up who have not won 2l or 3l or 4l. Here is where you find 3 yr olds who most times have more wins then the condition for the older horses and normally win these kinds of races,
