turf race and moving the rail

I am working the last race (10) at Saratoga it is a 5.5 furlongs with 16 horses in the race. I looked at the very top of the race and saw: (rail at 18 feet) ??
the main turf is very small any way. what effect does moving the rail have, how do you know if the track is moving it out or in. I guess (Rail at 0) means no rail.
can anyone help or point me in the direction of the TRUF RAIL EXPERT.

again THANK YOU ALL!!

Storm:

The general thinking is that putting the rails up wider from the inside, decreases the severity of the turns and that it can advantage horses who need to lead by making them exert less while trying to maintain course and position on the turns, leaving more energy for later in the race.

The effect of the movement of the rail outward is mitigated somewhat by a decrease in the size of the field.
