Ted, I believe race 10 is a perfect example of a Dble-Dom race.
#1 has 34% and 3 speed points
#2 has 32% and 2 speed points
#8 is the third horse with 5 speed points
the 6 has 6 points, and the7 has 5points.
So if I under stood Dave right there are only 3 playable horses. the 6-7-8
