While looking at the current race conditions is certainly important. Look first at what the horse has done in the past in comparison to today's challenge. Young horses can improve, older horses not so likely. This all fits in with the current race conditions. Distance and surface can play a major role also.
Some tracks are increasingly trying to make their conditions harder to understand for whatever reason, in my opinion the conditions are becoming less relevant than they were in the past.
