The only "rule" I know and it is right from Doc's mouth concerns using the Kentucky Derby pace line

There are many statistical based "guidelines" and they should be viewed
as tools. They are class, track, surface, and distance, specific.
Just because maidens on poly track surfaces who last ran 110 days ago on the turf and are 50/1, win at track A, this does not mean it happens at track B C or D
