Ray Taulbot and Sartin standard of 12 seconds per furlong was an indication of soundness, rather than readiness. Which is probably why he came to the conclusion they did more harm than good.

Why did it remain? He also was a businessman and kept it because of demand. Players latch on to something because of their own beliefs, not because they have been proven or disproven by the Master himself through collection of data and therefore irrelevant.

Sartin never wavered on the main or really important advancements in later programs. As far as some petty things demanded, appeasement of customers was just a good business practice. Teachers either progressed or he got rid of them. Sartin was always looking forward not willing to stand still. Like a horse race those with momentum are winners.
