Not sure why HAWthorne TS Ratings (PL/BPP) did not initially retrieve for you today. They're available now, but perhaps were not when you first assembled HAW races?
All the following advice is applicable to the CURRENT RDSS version (V2.2.2023.65). You are still using the older version which will experience various and sundry problems, specifically including fetching these TS Ratings. I urge you to update RDSS, then Clear the Cache on the Card Summary screen and reassemble all races. Or wait until tomorrow then update.
When you re/start RDSS and try to load up a race, if it's a TODAY race and TS Ratings are not found in RDSS, RDSS automatically attempts to connect to TwinSpires to fetch them (if that setting is turned on in the Config screen). So just do that and they should appear. Or you can use the button on the Entries screen to re-fetch and/or refresh at any time.

Regarding where to check on the public (i.e. no login) TwinSpires site for these data - use the TwinSpires button on the RDSS Desktop, then select the track and race you're interested in to see the SAME Prime Power and ProfitLine ratings which RDSS uses. The TS screen rounds Prime Power to the nearest whole number while RDSS shows the actual decimal value if any. Ranks will be the same.

In fact - RDSS is ONLY showing you the TS Ratings you fetched by web browser - albeit an automated, internal-to-RDSS browser. It saves you having to go to those same TS pages manually, and also saves what it finds for future use.
