Well it took a while but I found one way.
First of all, RDSS makes the .rac file but Quad rator does not have an import option
So to make your own .RAC file you will have to hand enter your pacelines into Quad Rator.
On the entry screen in Quad Rator, Select option 1 new race
Fill in the Track name and make sure you also have entered the 3 year best times
Now after you are finished. Go to this screen.
Press option 3 "copy"
Now go back to the main menu select option 5 "clean up"
Look for the file
The file I made was called DM112-01
Remember or write down this filename.
