It’s a compromise. Stronach jumped the gun. The phase out was the only palatable solution. As long as this applies universally at all Stronach tracks, then the plan has teeth. Otherwise, it’s just a diversion tactic to take the onus off the surface issues.

A definite cave. Outside of confirmed bleeders no other horses should be on lasix.

It buys time. Who knows if the horsemen revisit the issue in 2020 or before. Should the program get shelved, or Stronach pulls out of Santa Anita, it becomes a moot point.

Tim the only way it gets done is to give them until Sept to shape up. That's 6 months plenty of time to ween them off lasix. Then the only horses that would be allowed to get lasix would be confirmed bleeders and I wouldn't let them race until they stop. I would have every horse scoped after each race by a totally independent vet. If a trainer eel his/her bleeds after that exam the horse can be rescoped by the same vet. That will end a lot of the bs. This is why racing needs a central office and Commish. There is no reason for 95% of horses to be on lasix period.
