Is the horse riding the trainer in these races?

As the live Finger lakes season is winding down, the racing secretary is likely carding races for specific horses, knowing full well in advance of when the condition gook is published that there are at least 5 that qualify for that particular race. Doing favours for specific trainers, making sure a card of races fills and attempting not to end up with uncompetitive boat races. The futher (comical) qualifications could have been specified as: '...whose names are, or whose trainers names are: ...'

I believe racing secretaries do this all the time: card race conditions to get certain horses to draw in. This racing secretary seems to have a bit of a sense of humour, or is getting desperate.

By Jove you may be on to something, FTL. It's a whole new way of handicapping the races!

For an adventure in absurdity let's handicap today's seventh race at Finger Lakes using only the trainer's last ten races (not the horse's past peformances) in their "past performances."

Finger Lakes - November 11, 2011
ALLOWANCE Purse $25,000.For Three Year Olds And Upward. Three Year Olds, 121 Lbs.; Older, 124 Lbs. Non-winners of $15,000 in 2011 Allowed 3 Lbs. Non-winners of two races since October 11 Allowed 5 Lbs. A race since then Allowed 7 Lbs. A race in 2011 Allowed 9 Lbs. (Races where entered for $20,000 or less not considered in allowances) (2 Lbs. additional for each stake won since September 11 2011). Five And One Half Furlongs.

For years now, many of the trainers at FL run faster than the horses. We have many horses, though, that run triple digit Beyers all the time. The first digit, however, is a "-" !
