Class Ratings

I've been reading through some of the manuals and updates trying to figure out the way Class is computed. The example in the yellow manual talking about the steps taken I get stumped on some of the wording of the examples.

Step 5: Why do I multiply the EPS by 1.5? And why do I adjust .15? What am I actually adjusting. Where is this number .15 actually derived? If someone can give me a better example of this I would appreciate it very much.

Step 7 sums all the adjustments to a number for a total class adjustment of .85. If the other horses class adjustment are higher or lower what does this mean?
