Any thoughts on the best way to handle this for new surfaces like Del Mar's polytrack?

you have many choices - wait a few weeks to see how the times compare with the old times , use the old numbers until they prove no longer useful ,or create new temporary numbers based on what other tracks that switched to poly have done.
