contender - Pace and Cap

My friend Jeff send me the pp of an unknown horse with no race dates, no jocks, no trainer, no ml, nothing else just the raw pace lines, class of the race in question, the blinkers off???, and the comments. He told me the horse was claimed 3 races back. Based on these few facts, and the horse raw pace line he ask me if I would consider this horse as a potential CONTENDER. Scanning the pps I say yes, what you guys think?
